Total rubbish, even as simply a target, this is dangerous, hateful idealistic nonsense just like Communism, and it's the same sort of people who endorse this bull. Why? The law of diminishing returns. It's easy to achieve 70% of a goal with 70% effort. But to take that up to 80% will need 120% effort, 90% will need 300% effort, and so on. Driving will become hell on earth (it is already highly oppressive) and the gains will be very very reduced. Zero deaths on the road, only way that is going to happen is to remove anything that might be called a road. No other way. And then more people will then die from slipping when walking, falling off bicycles (on non-roads), being mauled by dogs, having trees fall on them, or from being struck by lightning. Freedoms are not free. Freedoms come at a price. The price for freedom to drive, to be able to use roads in a perfectly reasonably manner without being subject to extreme restrictions, i.e. lack of freedoms, is that unfortunately one can not expect it to be a 100% risk free activity.

Road deaths are approximately 10% of total accidental deaths (17,590 in 2011). Deaths from accidental poisoning exceed those from road accidents.
Only anti-car zealots would focus on reducing road deaths to zero when 90% of accidental death causes lie elsewhere.

But Vision Zero is a great game.It gives justification for authorities to take whatever measures they wish, in the pursuit of an impossible target. Road deaths and serious injuries can never reach zero.
Brilliant but cynical strategy to justify draconian restrictions.
