Poor paint finish - Can it be detailed out?

Picked up nearly new car today, after combing over it when we got home, there is a bit of dodgy finish on the edge of the front bumper where it meets the wing. Paint is perfect everywhere else apart from a few swirls but the white perl paint looked awesome in the sun today.

Is this something that can be detailed away? don't really have the appetite for it going in the body shop as I don't want them to start blending paint into the wing, I would rather not have the bumper painted either. I asked the dealer when we first looked at the car if it had been damaged or had any paint, he said no. There is no evidence elsewhere locally it has but I will be asking them about putting it right but the PistonHeads collective might give me a more unbiased/accurate answer than a dealer that doesn't want to loose any profit.

Possibly, with heavy compound and possibly wet sanding.

A detailer will know better by looking at it up close.
