Speed dips rather than bumps

Maybe one for the any question answered, but sat watching a 4-way junction that has what I assume to be an unintended dip into one of the exit roads.

Every single vehicle I’ve seen, regardless of size, type, driver, fiat 500 to semi arctic has had to slow right down and pass through it. So why are most speed restrictions bumps/ups rather than hollows?

Drainage can’t be the only reason?

They're everywhere around here, but we call them potholes. Come to think of it, given the number of potholes there are, I don't understand why they waste taxpayers' money making speed humps.

Because dips will fill with water, and become invisible?

Because it's far easier to put a bump/table on top of a road rather than excavate - plenty of them are just bolted down.

1. Dips don't work on tracked vehicles. So all the CVRT, Abbots and FV432 in civvy hands aren't affected
2. Dips fill with water, which turns to ice.
3. Dips mean the sub-base prep has to be deeper.
4. Dips are often used with chips, popular Dips include ketchup, bbq sauce and sweet chilli.
5. Hummus is not a dip.

Lots of plausible reasons but the one defining reason is that speed bumps are added long after the road is built so gluing something on top works better than digging a trench.
