Car Insurance (teenage driver) question

I know this is a how long piece of string question....but venturing into this area now.
Me & wife have the main family car - my insurance with 25 yrs NCB - group 45 - mostly now use rarely.
Have a small hatch for daily local use - me, wife use this daily and 18 yr old son (at uni) is insured when back.
Upgrading the hatch for a spicier motor. Insurance for me & wife £200. Add son and its £2k. self and wife use for commutes/leisure/shopping.
Son will only use it handful of times a year - over a couple of month period when he is back home from uni during holidays.
prefer to keep him on the policy so he earns named no claims.
Any providers who will be good for limited young driver use, or allow him to use app/blackbox so they can see that he'll be using a few hundred miles a year, whereas i'll be doing 6000 - and hopefully minimise premium?
temp daily insurance is £65/day, so no saving if he uses more than 20 days a year - which he may do - although only 10 mins a day if needed.

Earning NDNCD can be a bit hit and miss. Last time I checked it was often restricted to the named driver taking out a policy with the same company and not a full NCD, more likely a discount of some kind. Other companies may take his record into account. You can see why insurers would be wary. You could be on a policy and not drive for 10 years. Feels like an expensive way to get a percentage off a smaller gross premium in the future, particularly if he shows why teenage drivers are expensive to insure by pranging it (and thus losing the NCD anyway). I’d say wait a few years until he’s older and the gross premium drops a lot.
In the meantime, £2k pa buys an awful lot of taxi rides (and bus/train fares).
