Foreign Flood Damaged New to UK Registration Resurrection?

Hi Folks,
When living abroad I purchased a flood damaged vehicle where the starter motor and a couple of harness plugs had been water damaged, but the insurance company had written the vehicle off. Without going boringly into the back story, I've arrived back in the UK and can't register the car. It is mechanically 100%, never been damaged. As far as I can tell it was a financial write off, in the sense somebody decided the cost of checking what was wrong with it was not worth the effort. I've explained what was wrong to give a sense of the condition of the car.
I've always been puzzled by seeing the rusty chassis of a classic etc being pulled from a lake, where it's hard to even see the hunk of rusted metal is even a chassis, and yet people build he car around a rusty piece of metal and register it. From what I've read so far the DVLA's info seems to say once a car is written off there is no process to resurrect that car.
Is there any process that would allow a person to resurrect a written off car? I can appreciate the difference between a crashed and water damaged car, they'll have different issues. I am speaking to a situation where the DVLA considers the car is written off, and a person is wiling to spend whatever rebuilding that car, is there a process for that?
In my case the car doesn't need to be rebuilt, because it's flood damaged, but I accept the DVLA will want to inspect the vehicle to make sure the vehicle is roadworthy. I may not have covered every question in this post, so please forgive me if I have not asked the right questions. Please feel free to offer good advice.
