The question is what does the service book / invoices say and was there a change of keeper in the first 4 years?

Not know the car or what ever. The only way it could be legitimate was if the battery went failed/replaced and the car started recording km rather than mile and was later corrected. This is only an issue with a few specific vehicles

Unlikely. 16623 miles is only 26596 kms.
