I received a letter from "FuelGuardian" CAR ON CLONE PLATES

I received a letter from "FuelGuardian" claiming I hadn't paid for fuel. with photo of petrol station invoice for £81.93 plus £145 penalty charge. they also sent 2 photos of a car with my cloned reg plates on BUT THIS CAR HAD PAN ROOF AND DIFFERENT DRL LIGHTS AND AERIAL ON ROOF MINE HAS NONE Ive tried to find a email address so I can send photos so they can clearly see its cloned and a different car completely does anybody have a email address for FUEL GUARDIAN please and has this happened to you the petrol station is in Birmingham...............

It wasn’t me that filled up, it was a family member, friend etc.
- As the registered keeper, you are liable for any fines unless the party responsible volunteers to take responsibility for the case.

Both of these are untrue. There's no "liability" unless a court decides as such. They are implying that there's some sort of automatic liability. If you sold a car and posted a form to the DVLA and in the meantime your buyer drove off without paying then you aren't liable for the cost of the fuel. Likewise if you lent a car to a friend and they drove to B&Q and shoplifted £5k of tools, are you liable for that too?
