Poor standard of driving

Left my father’s on Monday and headed to M1 via Barugh Green and Higham. On Higham Common Road we came across a learner facing us and waiting to turn right across us, approaching them from the other direction (same direction as them) was another learner (Bill Plant).

While there was time before we got there for the BP car to overtake the other learner why did either the pupil or the instructor think it appropriate to overtake a car waiting to turn right?

Suggestions…….

Didn’t see the right turn, after we passed but it is a fairly straight road.
