What the hell is wrong with the DVLA...

Anyone else struggling with them at the moment..
They seem unable to do the basics any more...
Sold a car, completed the V5 and sent it off...
Five weeks later, new owner hasnt got his V5 and he has to write to the DVLA to get a new one.
Bought a car from a dealer, they have definitely completed and sent the V5, still no sign of a new one 6 weeks later.
This morning, I get a letter, threatening to fine me for not informing them of the disposal of a vehicle I HAVE NEVER owned!!
My options are A) Pay £35 or B) Tell them who owns the vehicle !!!!

They've been like this for years. I've just received the logbook for a car I purchased three months ago, I thought that was fairly quick service compared to their usual!
I'd forgotten that I didn't have my V5 through for the car until I noticed my tax disc was about to expire. That was 3 months after purchase.Thankfully the local DVLA office were pretty helpful, filled in the paperwork, got the new V5 through in a week and the tax disc sorted on the spot.
Centrally lousy, locally not so bad.
I had to wait for what seemed ages to get my original registration document through & was unable to pick the car up until that had arrived. They don't seem very helpful when you speak to them either!
On the other hand, they were very good when i was recieving fines for an ilegally parked car in Brighton even though i hadn't owned the car for approx 2 years. The car was still registered in my name for some reason but they dealt with it brilliantly & sorted it out for me.

You dont have to pay the 25 quid if you send of the new keeps supliment (the little green slip you get given) with the form. If you looks somewhere on the form theres an option to tick saying DVLA f
ked up, i still need a new V5

You should try getting a tax refund from a car you sorn... the rules changed earlier this year and despite adhering to them my application for a refund was rejected today...
It seems that you have to register the car in your name FIRST then apply for a refund when the transfer has been done, so doing as I did, registering the car and at the same time sorn'ing it and applying for the refund is too much of a 'multi-task' for them!!!
The system is so convoluted in order to catch the occasional rogue that it now penalises the average joe trying to jump the hoops... so we pay an inordinate sum of money to stop the revenue dropping a couple grand a month... I thought in a 'democracy' things were done for the benefit of the majority and any action to cope with a minority was not meant to penalise that majority.

I often wonder what you lot are doing wrong. I have been in the motor trade on and off for 25 years, I must have processed countless thousands and thousands of bits of paperwork with the DVLA, never had a problem. And just the same with my own personal cars over the years, getting V5's, cherished transfers, VEL, etc etc, for dozens and dozens of cars. Again, never a problem.
So how come I can have a 100% success rate with thousands of transactions, and yet so many of you have a 100% failure rate on precious few?

Im sorry for bringing up so old topic, but maybe you guys could help me out a bit!

I know its absolutely idiotic question but im not familiar with UK buying/selling procedures and dont want to break a law.
If its not possible than maybe someone has interest in Vauxhall Corsa 95' for a 150 Pounds?
