On the video the pipes/tubes leading down to the hubs.

Never seen that before, any ideas?

Is it a sensor to tell wheel angle or something?

no idea but my first guess would be some sort of way that the busses computer can use to tell what direction each one of the wheel are facing?

My guess is that it would be for monitoring/adjusting tyre pressures.

I've seen similar things on prototype cars/testbeds. My guess is they're some sort of encoders to transmit distance or some other measurements to a computer.

This was my first thought.

It is quite common amongst rally raid vehicles (where the rules permit their use).

It'll be Centralised Tyre Inflation - used a lot on Coaches & trucks in countries with roads that aren't paved - have a look here for some more info.
