Fuel Pricing: What's the (decimal) Point?

Is the price of fuel rounded down in favour of the consumer?

I don't understand why we have a decimal point - why not just round up / down?

A tenth of a penny is not the point and tbh, I'm not too bothered about paying an extra 20-50p per squirt of juice, but say I did want to go and buy a litre of fuel at 119.6, in theory, would the vendor round up (and round down if <5p) ?

You wouldn't be dispensed 1 litre of fuel though, since its impossible to charge that amount.

Despite which you can't pump fuel to the exact 1ml.
