I have bought a car that has being scrapped by the last owner due to it failing it's MOT, The last owner informed the DVLA of the scrapping via the registration document

What are the chances of me getting a new registration document? , as the car is only in need of all the brakes being replaced.

You need to take it for an MOT once this has been issued you can apply for a V5C

Oooh, not sure about that one! I have a bad feeling that once the V5c has been sent to DVLA declaring the vehicle as scrapped, thats it! No going back! You better contact the DVLA quickly! Good luck

Interesting to note, on the new style red V5 it states only an authorised recycling centre can return the V5 marked scrap.

Been done before, you need to ring the DVLA and expalin, they will then want a VIC check at the local VOSA center at your cost (bowt £40 i think it is now?).
You'll need to transport it there off the road as it will be untaxed so a recovery truck will need to be factored in.
As i say i know it's been done by a mate to a Mk2 transit she bought under the same circumstances smile

Correct.

Could still be able to be taxed, if there is an unmarked green slip floating around though (or even if it has unsurrendered tax on the screen.

Car can be driven for its MoT untaxed and unMoTed under legal provisions as long as the MoT is prebooked and the driver is insured for the car.

Then once MoTed drive the car to the VIC untaxed but MoTed and driver insured for the car, by prearrangement with VOSA.

Drive home from VOSA with VIC passed and paperwork. Get car taxed and car is then road legal.

No need to arrange a car trailer or transportation - just make sure the MoT then the VIC are prebooked and that the car is otherwise legal as above. "The Law" may be unreasonable at times, but it's not unreasonable enough that we can't drive our cars to their MoTs or VICs as required and compliant with the Law to allow future compliance with the Law wink .

Right just phoned the DVLA and they request that i send in a V62 form and a check for £25, but will not gurantee me a V5. so if no V5 issued will that mean i have to scrap it?

you need to take it for an mot, insure it and tax it, them you'll be requested to take it for a vin check at your nearest dvla centre. wait a few months and they'll sort it out for you. thats what i had to do with my astra
