I'd have thought that even more likely to be true with Climate as opposed to aircon - wouldn't Climate just know "temperature in the car is 20, driver wants it to be 16, outside is 4" and just blow cold air from outside rather than bothering to turn on the aircon?Ford it's 5C, Hyundai is 4C. I'd assume aircon would always go 'colder, colder, colder' regardless of how cold the air inside or out already was (also bearing in mind HD's comment above which was news to me!).
climate control does not work like the if you want really cold your have to take it out of auto an manually set the blowers an a/c if your expecting artic coolness like fords then your going to be disappointed the a/c in renaults isnt that cool it only seems to be at its best during a decent spell of heat 
mine seems to have got better with age
my only other guess is the system has a leak or a problem if its not making any cold air but id guess your trying to use auto which adjusts the controls the heat with the outside temp
