I'm more alert when driving at 0.9 leptons than 0.7 leptons on a motorway. So although I'm going over 25% faster it's easier to spot things far away and I think that additional alertness goes a long way to countering the additional speed.

Since when has Australia been the land of "hoons and hoonage"? Don't they have an almost zero tolerance when it comes to speeding??
