Victim surcharge for speeding

A biker who was speeding through speed camera gets traced and fined but also has to pay a victim surcharge.

Who is the victim in this? or does it go in a victim surcharge pot for crimes with victims?

Obviously no victim here, but in the absence of cars being allowed to have no front number plate, I'm going to say "He deserved it"
