These 'tanks' are used to regulate drainage run off during rain, as the water course the rain drains into may not be able to take all the water at once, so it prevents local flooding. As a consequence of this, if an accident happened on the motorway, say with a petrol tanker or just a ruptured fuel tank, the liquid will find its way into the water course via the balancing tank. By putting a penstock (which is just a flash word for a big valve) on the exit of the tank, you can use the tank to hold the pollutant until it can be safely tankered away. This system is used on newer and recently re built roads. On old roads, the council just chuck a load of sandbags in the ditch to dam it up and hope the ditch will be big enough to hold all the polutant.
It's all a big con. If they opened all these valves then emissions from all cars would reduce to 0. But they will not be doing that for a long long time as they get too much tax from the current system.
As people buy electric and hybrids they open the valves a very small amount to make it seem like these cars are reducing pollution. People see more hybrids and less pollution because of this but they fail to understand the real reason why and so draw the wrong conclusion.

So it controls the pollution in the ditch, not in the air.
I was beginning to think there was a big underground cavern with loads of vacuum cleaners in it, and when the air got too polluted, they opened the valves and sucked the air into the cavern.

If George Monbiot sees it we'll all be paying 90% income tax rates and £50/litre for fuel duty, in order to pay for all the government vacuum cleaners and cavern digging equipment required to hoover up all the CO2

Pollution Valve
Controls flow from motorweay system to outfall in the event of a chemical or other such spillage, a waste of time if no one there to operate it at the right time
