It looks like misconduct is indictable only, so it was either crown court or nothing, and clearly they couldn't drop this:

I am a bit disappointed, I expect he was having a bad day and felt he was above this sort of thing but he really should have imposed a punishment. The victim nearly lost £60 from the dishonesty, and it was deliberate and blatant.

Hanging is too good.
How about hanging him until he is nearly dead but then letting him down to recover. Then make an incision from the top of his chest down to his groin. Then from left to right just below his rib cage.
All whilst he's still alive. Then remove his intestine by stretching them out and roast them over coals and show him his beating heart.
Keep him alive and bring all his living relatives and execute them in front of him. Then leave him to die.
I know some would say that's too soft but we need to start somewhere.
