Finding someone by numberplate

I wish to serve court papers on someone who owes money to me, but do not know where he lives, I only know his name and reg of his car.

Any advice as to how I could go about finding him?

Legally I don't think it's possible (although the DVLA do apparently give registered keeper details out if you can provide a valid reason such as a parking infringement)

If you have his name, have you tried the electoral register?
