Parking fines, what to do now?

Hello PH.
I am a student down here, and have to stick my car in a bay marked "Permit holders or 3 hours max stay". There is simply nowhere else to park.
To get a permit it involves re-registering your license to this address, which takes 4-6 weeks, but also I'm a student, so I haven't done this as I will have left this address in 4-6 weeks anyway.
Also I would have to re-register the license AGAIN when I return home.
I have been fined twice now for my car being in the bay too long, in the space of a week.
The penalty charge notices were given by a traffic warden working for the council.
1)Would it be worth contesting this if I could get proof of residence from my letting agent,
or would they just try and push for the fine on the basis my car had no permit anyway?
2) And what would happen if I refused to pay the fine?
