The insanity of motor insurance.

I'm speechless. So I'm typing this instead while I splutter with bewilderment.
My little sister has decided to finally pull her finger out and get her driving licence and a car, prompted in part by the fact that as of whenever that new EU anti gender-discrimination law takes effect her insurance is probably going to skyrocket, so she's getting started now to try and get a years NCB in before that.
I've found her a car, a little £700 Seicento Sporting, and as we're collecting it tomorrow she's sorting out the insurance now.
With me so far? Ok, well consider this. We've used the same insurance company, and have the same address.
Our policies are as follows:
Me:
31 year old male.
1999 1.6 MX5 import @ £3500 value
11 years NCB (no claims prior to that, but lived abroad so the first 4 years don't count).
Clean licence.
No claims or convictions.
Car on driveway overnight.
Mother listed as named driver (middle aged woman, a million years NCB, very good safe driver who brings the premium down etc etc etc blah blah blah)
Extras ticked, windscreen, legal/injury cover etc.
TPFT cover on 20,000miles per year incl. business use.
My sis:
21 year old female.
1998 Fiat Seicento Sporting @ £700 value
No NCB
Provisional licence.
Car on road overnight.
Mother + myself listed as named drivers.
Extras ticked, windscreen, legal/injury cover etc.
TPFT cover on 2000 miles, social domestic and commuting.
When she goes from provisional to full licence there will be an increase, but having asked and played around with the quoting system it looks like it'll only go up a relatively small amount.
Ok I know this is long winded but it was necessary to get the background in because what I'd like to know is why MY insurance costs just about £150 less than hers. (Hers is south of £600).

I doubt it will be a small increase when she passes, try adding at least £500

This is worth a try. I am an old git with a squillion years NCB and only 3 points for speeding but as my daily driver is nearing the end of its life I didnt see any point in fully comp any more. Its an 11 year old Omega 3.0v6 Elite with 170k on the clock so worth < £1k.25k business miles per annum, parked on my drive, me and the Mrs insured. Fully comp last year £420 (incl legal). Got TPFT quote from the same place, same details £500 for the year. Barmy.
When she has a full license won't the cost increase?
Insurance is a piss take, i was £700 fc on my Glanza last year at 18 with 3 points and 2 years ncb, it went up to £1500 (paid at once) or £1888 (paid monthly)at renewal and the only thing that changed was another years ncb and I'm a year older. Managed to get it down to £1350 tpft

Bell (an Admiral company, so they're probably all the same) quoted my daughter less if the car was parked on the road.Admiral themselves were cheaper with my other daughter for Class 1 business use than SD&P + commuting.
They both had new cars at 21 and even their initial premiums were under £500. It's not dropped much as they've got older and built up NCB though.

do a Gary Hart and the insurer is looking at 8 or 9 figure payouts -and at least one of those was a freight train and the 225 was lightly loaded, if they'd both been fully loaded cl91+mk4 sets you'd have been looking at stupendous amounts of casualties, with perhaps the whole of the UK being on a major incident alert instead of 'just' Yorkshire ...

Decent spec and condition costs more (and mine's pretty desirable on both counts, if you can get over the missing 200cc and 6th gear). I paid £3500 for it a year ago, to be fair it's probably nearer £2500-3000 now...I should probably have my policy adjusted for that now you mention it.
