Oxfordshire's speed cameras to be switched back on

So the best bit of this article is this:
But Ellen Booth, of the road safety charity Brake, hailed the return of the cameras as "fantastic news".
"Speed cameras are one of the most cost-effective ways of reducing casualties and they pay for themselves."
Yet:
"The cameras, paid for by speed awareness courses and backroom savings, were switched back on at 0900 BST." so obviously they don't pay for themselves!
and the fact that they have been proven to save 2 accidents over 89 camera sites for a cost of £600,000.
Doesn't seem particularly cost-effective to me!
They have save 15 minor injuries, no serious injuries and no fatalities. 15 minor injuries for £600k!!
How many lollipop ladies have lost their jobs or libraries closed so that we can save 15 minor injuries??
