Definition of tailgating?

Just thought I'd see what the general consensus is here- how close is "too close" in your opinions? My general rule of thumb (in standard town traffic, 30mph or thereabouts) is that if I can't see the person behind me's Reg plate then he's too close.
Also what make people drive that close when traffic is nose-to-tail anyway? Are they just retards who can't judge distances or do they honestly believe that driving as close as possible to the car in front will somehow miraculously make the traffic in front go faster?
The catalyst for this question was the muppet in a Citroen yesterday who was so close to me that all I could see in my rear windscreen was the top-half of their bonnet. This was partially because the woman in a Corsa in front of me was dawdling along at 20mph as they were obviously a bit lost. Funnily enough when they did eventually turn right and I booted it past them the t
