London - Low Emmission Zone - WFF ?

Now I know the Gov't tends to think that the world knows all about London and maybe its just me so did everyone else know that the LEZ DOESN'T just affect HGV's / Buses ?
I visit London every now and then and buy a few cars inside the M25.
I recently bought a VW T4 Transporter to make into an MPV for family days out (4 kids)
I had absolutely no idea the LEZ applies to vans like the T4 and it seems many 4x4's and all pick ups
From what I can see anything that isn't a "car" and is older then 2002 is banned from Jan 2012.

Surely if you're doing a proper conversion (approved seats/belts, etc) it can have a change of class on the V5 and thus be exempt? Presumably an official T4 Caravelle, or whatever it's called, is not subject to LEZ either.
I believe vehicles can be retro-fitted with DPFs to meet Euro 3 as well, in which case they'd be allowed.

AFAIK I can't register it in a way around this.
The filters fitted and checked are circa £2500 which obviously isn't an option for most people.
I only found out about it as a few guys on the T4 forum are selling up as their campers are soon to be illegal.
OK I now know and I'll simply not bring the kids to London any more but I thought I was well informed on motoring issues and I'd not heard of this.

I didn't know this either.
Pick ups are included as well and are charged at £100 per day!
These are for vehicle registered before 1 Oct 2006 which is a huge amount of vehicles.
Ironically some of these vehicles will have lower emissions than newer vehicles of differing makes that do not have to pay the LEZ charge.

I know the LEZ is a load of bull, but I can't see anywhere where it says that vehicles that don't come up to Euro3 will be banned / illegal.The options, from HERE are:
1) Fit a filter
2) Replace the vehicle
3) Reorganise the fleet [N/A for campers etc]
4) Re-certify the engine if it meets Euro3
5) Convert to gas
or 6) Pay the daily charge of....... £100
So they're not banned, they just need to pay a charge. So.... that'll be like a fine then?

Another really well thought out plan by the Guberment.
So instead of using my 7 seater 4x4 to get friends/family to an event in London on the weekend (which I might do twice a year) I would now have to use 2 cars.... As such I will make a point of using my TVR as one of them.

Sod trying to, Move house, go to the tip with anything bigger than a small cardboard box in the boot, do any sort of voluntary work that involves moving a lot of kit around.
Farcical.
So instead of using my 7 seater 4x4 to get friends/family to an event in London on the weekend (which I might do twice a year) I would now have to use 2 cars.... As such I will make a point of using my TVR as one of them.

whoops.Sod trying to, Move house, go to the tip with anything bigger than a small cardboard box in the boot, do any sort of voluntary work that involves moving a lot of kit around.

It says 1st of Jan 2002 on the website?It may be fair enough in inner London if there is a pollution problem but it would seem somewhat fairer if there was an emission limit for ALL vehicles rather than picking on certain types.
IIRC vehicles older than 2006 will be "fined" in a few years time.

Is it really an issue inside pretty much the whole of the M25 ? And if it is then why aren't there any National policies ?
The most obvious polluters around here (Birmingham) are knackered cars, buses, taxis and trains.

I agree, there should be things put into place to gradually weed out the worst polluting vehicles but you'd think when times are as hard as they are, suddenly cutting off a lot of peoples transport is not an ideal way to fix a problem.To me it's a no brainer, I just won't go into London. Whatever is on etc I will just go and see somewhere else (or not bother).
imho a more gradual introduction of tighter rules would have been better rather than just getting rid of a lot of peoples ability to get places.
Good luck to all those who live in the area and are on low incomes with Diesel Toyota Lucidas or Shogun imports for example. These will effectively become worthless and they will have to find the money to replace possibly their only form of transport.

Don't get me wrong, it's far too broad brush to be fair, but I can see how it's come about and I suspect other cities will be looking to do the same.And if it is then why aren't there any National policies ?

As for the main polluters, knackered cars are out because you can't upset too many voters (and it's mostly businesses that are affected by the LEZ) and busses etc are out because they're public transport, which is officially a Good Thing
