The same is true on Mk1 Mondeos, too. I think I can show why - the bumper is a very thin layer of plastic, but underneath is padded with either fibreglass or foam. Whichever, it's bright yellow, so even silver gaffer tape will make it look better.

Check out the bottom edge of the rear bumper if you are ever following one on the motorway. They vibrate horribly.
Although my old Mk1 is still on it's original bumper 
ST220's of a certain age have problem with the rear bumper dropping, blame good old Ford cost cutting for that one

This is the most amazing coincidence - I was going to post a thread on just this subject. Obviously, yes, I have noticed I can only surmise that they are made from some kind of plastic/grp etc that has gone very brittle so the slightest knock cracks them.

te.My old L-Reg received the same treatment after an old guy realised he could no longer see reliably in the ever decreasing murky light of an early winters evening, so instead of continuing forward, decided to roll backwards into me. I had nowhere to go, as there was traffic up my chuff, so just had to sit and watch it happpne in slow motion.
The upshot was a mildly crushed bumper. Checking new prices scared me stiff, as the car was a cheap, high miles snotter (used to jump out of top gear unless you held it in for a few seconds when changing up), and calls to local scrappys were fruitless. In fact the phrase "hens teeth" has never been used more frequently.
In summary, the only cost effective solution is a tape based repair.

Ho Ho yes they were made from ABS and painfully thin, the tooling to make them was here in Hampshire.
I own a Mondeo 2 litre SI Mk1 as my work hack for which I paid the huge sum of £200 4 years ago and hey its still not needed anything done to it and sailed through MOT's and more to the point NO GAFFER TAPE, however the car is embarassing to be seen in but very comfortable.
I think the bumpers are in fact more brittle than chocolate.
