Insurance question but with a twist

As we all now realise insurance is going through the biggest reform ever.
My question is, would it be possible to (legally) set up a sindicate of simillar drivers to myself, 40 something, max ncb and get some sort of trade policy (even if this meant setting up a company)
Do any companies offer a fully comp any driver, any car to a set value policy and if so how much?
