A lot of insurance companies won't insure anybody who lives in the Blackburn postcode as there are so many crash for cash scams going on in the area. Those who do charge a pretty hefty amount. You could try a comparison website but they tend to just be the more mainstream insurers. I'm not sure about specialists regarding risky areas.
