I have PDK / Sport Design steering wheel on a car I have just purchased.

I notice that the 'box shifts as soon as the paddle is pulled. I can't find a way, even in manual, to pre-select a higher gear and hold it on the paddle until I want to drop it in. Is there a way or does the PDK 'box just not do that?

Why don't you just pull the paddle when you want the car to change gear?
Why do you want to pre-select the gear and then hold it?

The answer to "why" is that the shift isn't all that swift on the paddles, if it were possible to "pre-select" the gear and it dropped in on release of the paddle it might be quicker.

I've had PDK cars before but with buttons and outside of Porsche I've only had manuals. I had it in mind that some other marques work in the way I describe. I stand to be corrected, however.

There is a little known about special type of Porsche gearbox that does this. You can pre select the gear you want and them slam it by releasing a floor mounted lever.

Its called a 'manual' tongue out

PDK gear selection and shifting is adaptive.
Shift speeds triggered from the Paddles or Shifter Stick on PDK is a combination of current throttle input/position and road speed.
So depending on how you are driving and the various inputs from the sensors in the gearbox you will get an appropriate shift speed.
Drive slow with light throttle pressure = more leisurely shift response.
Agressive throttle input = faster shift response.

If you have Sport mode or sport plus - the shift strategy is more aggressive and perceived shift speed will be faster.

I didn't mention it, but Magic takes notes and I mentioned it elsewhere.

I've had 991s with buttons and the shift seemed a bit sharper than the 997. The 997 shifts pretty fast when in auto, but quite slow on the paddles.
