Passenger seat back won't tilt forward with lever.

Does anybody have any thoughts or a schematic showing how the levers release the seat back so it will tilt forward for access to the rear.
The lever sounds like it's doing something down near the seat base, but it's not releasing the catch or whatever it does.

Have you tried lifting both levers together (both sides of the seat back at the same time). Often the cables get stretched
