PCCB centre bell refurb
Discussion
They can't be purchased separately, the bell and disc are a balanced unit. Though there's nothing to stop you marking the bell position relative to the disc AND the position of the individual nuts and bolts to the bell/disc.
Once you've done so, you can remove them (keeping the nuts with their respective bolts) and carefully stripping the bell from the disc. My experience with 996 assemblies is the bolts/screws can be difficult to remove due to corrosion and the torque applied by braking, bending the bolts/screws slightly.
Once refinished, you can carefully reassemble the disc and bell assembly (I'd use a whiff of Loctite on the nuts to ensure they don't come undone).
If you're no au fait with pulling stuff like this apart or indeed completely confident in your abilities, I'd suggest you leave well alone.
