Creating standard ad for motorbike, coming up as premium

I'm trying to create a standard (free) ad for a motorbike, but every time I try to submit it asks me to pay £9.99?

I don't think you qualify for free ads.

Check the forum, there are literally dozens of posts with people asking the same question.

There's no mention of how you qualitfy for free non-car ads

Just that long standing members get free car ads.
