Has Top Gear always been biased?

I know TG has recently become much more opinionated, and usually takes a less than balanced view of things.
However, I have recently read an accusation that Top Gear has always been biased, and that includes the magazine.

Now I have been watching Top Gear for 10-12 years, and never particularly noticed anything odd. Was I too young and naive to detect it?
I have read maybe 6 editions of the Magazine since 1994, so I don't declare myself an authority on that matter.

Unfortuately the accuser doesn't state exactly what TG is biased against...

Also I don't suppose anyone knows how long TG has been going, I can't seem to find anything on Google
