RE:....( whoosh parrot)

at the risk of a whoosh parrot, I've never quite understood the threads on PH that begin with "RE:..." - is it to signify they are started by PH employees? 
Why do they begin RE?
The other related question is how are we supposed to know who is a PH mod or employee? Sometimes I read references to one of the posters in a thread that indicate they are a PH employee. But how do we / would we know? Or do I just not frequent PH enough...

Mods are anonymous, unless they choose to make it public, contributors are also (I actually contributed an article once), unless they are gods like Sir Chris Harris MBE and everyone who's anyone knows what they are, but some Haymarket staff have their titles under their username, "PH Techy bloke", "PH manager" etc although our illustrious leader - PetrolTed - is "PH Janitor" but I'm not aware of him being employed by the Haymarket overlords.
