My mates - sshhh

Next to a couple of the members in the My Mates section there are little 'whisper' smileys. I used to think that these were applied to members who had been banned.

However, my current list suggests this is definitely not the case. Please could a mod or techie confirm what that whisper smiley is meant to indicate in the My Mates section, please?
