Advert costs - older members

I'm looking to list an advert in the classifieds but I'm not sure about the cost.

When I posted my Swift up a few years ago I wasn't charged for the advert as I was a member of the forum but when I listed my Volvo at the end of last year I was charged a tenner.

What are the conditions for 'Free' ads in the classifieds??
