They should just put a limit on the number of new posts a standard user can start - for example 1 every 30 minutes. Sufficient time for the perpetrator to be banned after one bad post, and as with polls posters with a bit of history could be upgraded to allow more new topics by request. I don't see why your average user needs to be able to start a post every few seconds or even every 5 minutes.

We Mods have already requested something of that nature, but alas nothing has prevailed, so we pick up the crap as a when it comes in.
