When did this become a thing? Forum rules?

I have been a member of pistonheads for a number of years, mainly as a viewer only, but I have just been to post a message within the Cost of Living Increase thread and met with the following message:
"As PistonHeads is first and foremost a motoring community, we only let engaged car enthusiasts within our community post in our News, Politics & Economics forum.
This forum is a content hub of news from around the world, with an incredible array of knowledge. Discussion here yields sensitive subjects, that many feel very passionately about and things can get pretty heated sometimes.
As a result, we only allow members to posts here who have been a member on PistonHeads for a minimum of a year and posted at least 1,000 times in our motoring forums, so that they're well used to our rules and how our forums operate.
Until then, you're more than welcome to read the content here and engage with other likeminded car enthusiasts in our motoring forums."
I understand that Pistonheads is predominantly a car forum, but it also provides me with great insight into finance, watches, and a whole host of other day to day advice and guidance (as well as some amusing forum banter).
I am sure this thread will get removed or deleted, or I will be directed to some previous thread where this was discussed - but I want to get my point across that this will put me off contributing to Pistonheads and using the forum as intended if I can not contribute to the topics that matter to me.
