Links don't open in a new tab... sometimes

I've been thinking about this for ages, it's only now that I've thought to post it here. In any given article on PH, some links open in a new tab and some don't. It doesn't seem to matter where the link points (an ad or another article, for example). I've tried with different browsers on different devices and it's the same. Would it be possible to make an option in our user settings to set a default behaviour?

Failing that, just make one choice or the other the default site-wide instead of it seeming to be random as it is now
