PH TV problem

I'm trying to watch the Toon Hoon 1 video on PH TV at the moment, but I keep getting to about 1 minute in, the video stops and it says its buffering. I've left it for a while now and it eventually just says something about WMP not being able to connect and so it must close the video. I tried saving the video, but again it gets to just over 3MB then slows to a stop. Is this a problem at my end or in PH? Any ideas on solutions?
