Seems it is because the emoticon substitution of :) to gets done after conversion to html and not before, so ("blah") becomes (&quote:blah&quote:) which leaves :) on the end and hence a smiley.

I can only assume that the reason 'Ted hasn't sorted it is because it is too big an architectural change.
