When is a name taken or not taken?

On pretty much all the other forums I visit, I post under the name Womble. I tried to sign up to Pistonheads with the same name, but it tells me that the name is taken.

However, when I did a search on the member directory, it didn't find any results. Anyone know why? Can I petition an administrator somwhere to get "Womble" if it's not really in use?
