Can we have them on a panel - along with the formatting?

So we can click what we want rather than doing it 'longhand'...?

They already are?

You can click on the smilies in the pop up window you get after clicking "Smilies" at the top of the reply box.

I'd like a way to turn them off altogether.

Is there a picture host I could block that would do it?

Not really, the smileys which PH host will always show regardless of any blocker you use as they are served within the same environment as the webpage and thus will be totally trusted. Any smileys that are taken from websites externally can be blocked but you would have to do them all and they come from thousands of websites and thus a lot of effort.

You can turn all images off, which would turn the smileys off, but then that also stops any images at all on the site. This setting will be in the advanced part of your options for the specific browser.
