can someone please clarify the name and shame policy

It has been used quite a lot in the past for some minor naming and shaming either in threads or on posts but there appears to be no consistency. Can someone please explain the policy or remove it from the posting guidelines

Mainly it has to be applied when dealing with smaller, especially car related, companies rather than large chains as they are more likely to have a valid case of lost business which could be brought against PH in the courts.
