How does one post a topic with a Poll?

when you start a topic the top line has type - you can have discussion, poll or wiki.

The default is discussion.

I wanted to post one about the proportion of people's net income they spent on cars. Because i'm curious about it.

Not really - that one is about the value of the car vs gross income.

I want to know the total outlay (tax, insurance, loans, fuel, saving for the next car, etc) vs net income
