How do I create a poll?

I want to create a poll - I think it's very relevant to a lot of folk (re. PPCs and bogus parking "fines").

I don't seem to be able to find an option. I changed users a few months ago but this one has been in use for a good while now.

Help?

Is there a set membership time for creating Polls etc?

Or is it a begging e-mail to the Mods to enable this option?

Begging email/post and clean history is the normal way of things.
