Yeah it is an APR rate, you only borrow over 4 weeks though.

APRs go a little bit mad when you borrow small amounts over short terms. For example, if a mate lends you 20 quid for a week and when you pay him back you buy him a pint (£3) to say thank you, you've effectively paid an APR of 143213.7%

Despite this, it is still a legal requirement for them to be stated on the adverts, hence the silly numbers that end up showing on the adverts of short term lenders such as Wonga.

You'd be surprised, I have worked in the personal finace industry and their 'clients' are generally employed and not badly off. It surprised me as well!
