The actual full article highlights that all cars have seen increased CO2 emissions as other emissions (PM, NOx, CO) have been significantly reduced.

All cars are seeing higher co2 emissions, not just hybrids.

Can you even buy a normal car these days that weighs less than a ton?

You can with small cars fiat panda/500 Aygo ect but nothing hatchback size

It's very light on detail - here's the Which? press release: https://press.which.co.uk/whichpressreleases/which... - which itself only had "hybrid" in a table with no explanation.

It wouldn't surprise me if the hybrid-specific comparison is between the proper (Toyota/Lexus) hybrids that were the only choice several years ago, and the mix of "mild hybrid" cars that manufacturers now get away with using that label for.
