We’re moving to a house which has this sort of charger installed.

People who currently live there use it for their i3.

Will it work for Tesla Model 3 (2019-20 I’m thinking of buying)? And if not, can I change it to work with the Tesla?

Certainly. There are several types of Wallbox chargers, which all look exactly like this one, but have various forms of card readers, Bluetooth, WiFi and app access and such.
