I like this vehicle and it would be ideal in the city but £15,999!
Insane price.

Is it simply they can’t achieve economy of scales?

If this was the £8k price tag of a Citroen L’ami I would be a buyer as it has a more user friendly top speed and range.

Could you not just buy a chea smart car which does pretty much the same job?

The list OTR price of a new 'cheap smart car which does pretty much the same job' is £22,225, which makes the £16K quoted for this look like a relative bargain.

The Smart fortwo is actually a segment up in terms of both size and performance, of course.

Citroen Ami is much cheaper and a Dacia Spring is a proper car an not much more expensive.

Surely in a city..
Top speed is irrelevant .
92 mile range versus 47
Plug it into a 3pin plug once a month for 8 hours rather than 4

52mph makes it a far more usable proposition than an Ami which I think tops out about 30, but I guess it also makes it considerably more... car-like and hence expensive to produce. It does feel difficult to make a case for at that price though; not car-like enough to compete with proper cars, but too close to cars in price (you'd have to be absolutely sure you're never going to want to carry four people or drive on a motorway not to find the extra £10k for an MG4).
