Circuit walk/run?

If you mean when it's closed off and a proper circuit, then I think the answer is no. For the Thursday qualifying the circuit is only closed off from some point on Thursday afternoon, and then converted back to open road soon after qualifying has finished. On the Saturday, the circuit is closed off well in advance of the warm up, but there will be activity on circuit for much of the day prior to the start.
The closest you'll come to being able to do a 'lap' is on the Friday, when the circuit isn't used. You can start from Tetre Rouge and get all the way round to the start of the Porsche curves using the public road sections, but whether you can then complete the lap by making it round the Porsche curves, up the main start finish straight and down through the Esses back to Tetre Rouge is, I suspect, entirely dependent on whether you bump into any security guards !
We managed it at the last Classic, very early on the Friday morning. Our bikes "accidentally" fell over the metal barriers at the start of the Porsche curves, so we had to rescue them. And seeing as there are very strict rules about not going around a circuit the wrong way, we then had to cycle all the way round to Tetre Rouge...
We did spot one person who looked at us, but by cunningly avoiding making any eye contact we just ignored him and kept pedaling ! 
You can obviously access parts of the circuit that are normally road on the friday, if you start at tetre rouge for example and go down the mulsanne, over the roundabouts until you reach the roundabout with the carrefour (on the left), do a right there onto a section of the D140, this was closed to traffic over the week but was open to cyclists and runners last year and is a nice and peaceful bit of the circuit, when you reach the junction at the other end hang a right again until you reach the porsche curves, here i doubt you will be able to get onto the track as it is closed (going through the start/finish straight) until tetre rouge, so you will probably have to go straight on and over the roundabout, past the high wall on the right (the perimeter of maison blanche) and after passing the entrance to the museum on the right, going under the overpass and past the bar aux portes du circuit on the right, then up the hill and turn right onto a little road called av du panorama, at the other end of this road turn right and over the crossing towards the tetre rouge, all is is on google maps mate, hope this helps, and mind the water pistols because its probably NOT water or beer lol, i will be going out very early friday morning to avoid this :-D
