Do people just follow their GPS or are there particular roads that should be incorporated?

I'm lazy and follow TomTom.

Note - last year TomTom Traffic went mental, and because there was no traffic on the closed bridge (as it was closed) took me straight into it. As it happened this was not such a bad thing.

Auto route until Rouen, various route around Rouen but always avoid tools/autoroute then old road to le mans, very easy to follow no tolls and plenty to look at as you drive down and nice places to stop for a coffee/food/drink

It's looking like the Pont Mathilde in Rouen will not be opening until August. So the middle of Rouen might be a bit Mad Max still at the busiest times. Tom Tom may need a stroke of preperation to get you through.

April: another barge will bring new span from Belgium into the Petit-Couronne workshops for assembly
June: the span of 115 meters from Mathilde Bridge will be restored
July: repaving
August: Mathilde bridge should be returned to service"

How can it have taken so long to get the new span into construction?

I would not have thought so. They've had plenty of time to get the kit on site. Normally the complication is doing so without disrupting the road traffic, but in this case that's non-existent.
